Residents in Metro Manila will face increased electricity bills following the approval of a distribution rate hike by Meralco, marking the first increase in 15 years. This comes at a particularly tough time for households already grappling with mounting expenses related to food, fuel, and other living costs.

The Energy Regulatory Commission (ERC) has set a new average distribution rate at P1.48 per kilowatt-hour (kWh), a rise from the previous rate of P1.35 per kWh, equating to an increase of roughly 13 centavos. The exact impact on the average residential bills remains unclear as Meralco has yet to confirm when this adjustment will take effect.

As of September, Meralco's overall residential electricity rate was noted at P14.7424 per kWh. For a typical household consuming 200 kWh, this meant monthly electricity costs approached P2,950, excluding the latest approved rate increase.

History of Rate Halts and Recent Developments

The previous revision of Meralco’s distribution rates occurred in 2011, with a freeze in adjustments since 2015 due to inadequate rate reviews. This long-standing stagnation impacted Meralco's ability to adjust its distribution costs appropriately.

Initially requesting P532 billion in revenue over four years, Meralco faced significant cuts from the ERC, which approved only P342 billion, about 36% less than the company's proposal. ERC Chairperson Francis Juan noted that the commission disallowed certain capital projects, unnecessary operating expenses, and modifications in the asset base, thus guiding Meralco towards greater operational efficiency while insisting on necessary investments for network reliability.

Jose Ronald Valles, Meralco’s head of regulatory management, indicated that this rate adjustment should allow the company to strategically invest in modernization efforts. Potential improvements include advanced metering systems and efforts to enhance service delivery overall.

The Financial Context

Interestingly, Meralco's financial performance has been strong in recent years, with a reported core profit of P50.6 billion in 2025 and an increase in consolidated core net income to P26.5 billion in the first half of 2026. This financial strength raises questions about the justification for a rate hike during a time when consumers are already financially strained.

Following the rate reset, Metro Pacific Investments Corporation, under the leadership of Manuel Pangilinan, finalized a major acquisition of Meralco shares, enhancing their control over the utility. This strategic move was executed just days before the ERC's announcement, highlighting a notable intersection of corporate maneuvers and regulatory decisions.

Consumer Impact Amidst Inflation

The rate increase arrives in a challenging economic landscape, with inflation hitting 7.2% in September. This escalation particularly affects sectors like food, transport, and utilities, further squeezing budgets that are already stretched thin.

The timing of this increase could be seen as particularly ironic, given President Ferdinand Marcos Jr.'s advocacy for lowering electricity costs and eliminating system loss charges. In his State of the Nation address, he emphasized the government's awareness of public sentiment regarding high electricity prices.

Some progress has been made on this front; starting in October, Meralco customers will stop paying the 12% value-added tax on system loss charges—though the charges themselves remain unchanged. This indicates that further action will likely be necessary before consumers see any significant relief in their electricity bills.

Ongoing Challenges and Future Outlook

Despite ongoing discussions to mitigate system loss burdens on consumers, the recent approval to increase distribution rates suggests that adjustments won't be alleviated anytime soon. The professional landscape surrounding Meralco continues to evolve as they are held accountable for both their operational efficiency and their commitments to infrastructure improvements.

The culmination of recent events indicates a pressing need for strategic reform in the energy sector while serving as a reminder of how corporate dynamics can shape regulatory outcomes and ultimately, consumer experiences.
